When you say recurrence, you’re referring to Subscriptions, right?
If that’s the case, you can create different types of promotions — nominal, percentage-based, free shipping — and at the end, under “What are the conditions for the promotion to be valid?” select “Subscription order”. This way, those discounts will only be applied to orders placed through a subscription.
